This is a Harlequin term. Citizens are ordinary human beings that are part of the Vast Machine, but unaware of its powers. The term usually refer to educated, middle-class individuals in the industrialized world. Citizens think that they understand the reality of the Fourth Realm, but they are deliberately blind.
