To be published on the 75th anniversary
of the Works Progress Administration, this is the first general history
of one of the most controversial, humane, and enduring programs to
come out of the terrible Depression years of the 1930s: the jobs program
that for 8 years restored pride and paychecks to many millions of
hungry, homeless and jobless Americans. When President Roosevelt took
the oath of office in March 1933 and promised a "New Deal" for the
American people, he was addressing a devastated nation. It was the
fourth year of the Great Depression and a staggering twelve million
Americans-one quarter of the workforce-were jobless and the thirty-six
million family members who depended on them were in desperate need.
People wanted work, the pride of earning a paycheck, not handouts.
In 1935, after a variety of temporary relief measures, a permanent
nationwide jobs program was created: the Works Progress Administration.
In its time, the WPA spent $11 billion, employed 8.5 million men and
women, and gave the country not only a renewed spirit but a fresh
face. Under its colorful head, Harry Hopkins, the agency's remarkable
accomplishment was to combine the urgency of putting people back to
work with its vision of physically rebuilding America. Its workers
laid roads, erected dams, bridges, tunnels, and airports. They stocked
rivers, made toys, sewed clothes, served millions of hot school lunches.
When disasters struck they were there by the thousands to rescue the
stranded. And all across the country the WPA's arts programs performed
concerts, staged plays, painted murals on hospital walls, delighted
children with circuses, created invaluable guidebooks. Politically
controversial, the WPA was staffed by passionate believers and hated
by conservatives. Its critics called its projects make-work and wags
said its initials stood for "We Piddle Around." The contrary was true.
Even today, more than sixty years after the WPA ceased to exist, the
program's enduring legacy may be found in roads and highways still
in use, LaGuardia Airport, the murals on the Ellis Island walls, dams
and stadiums and libraries and city halls across the country. Nick
Taylor, who collaborated with astronaut John Glenn on his memoir,
has also written or collaborated on nine other nonfiction books, on
subjects ranging from a memoir of his parents' final years to the
invention of the laser and a paean to bass-fishing. He lives in New
